Data on freedoms is from the Cato Institute’s Cato Freedom Index [Link]. Due to laws that are in place or currently underway the national average score will be adjusted state by state based upon the number of the laws affecting sports and healthcare. Healthcare having a greater impact on personal freedoms overall. Healthcare laws deduction will .50 to Sports only receiving a .25.
